Environmental campaigners have demanded that Environment Minister Alex Attwood refuse all planning permission for new out-of-town shopping centres in Northern Ireland.
Friends of the Earth are calling for planning policies to protect town centres and a ban on all new out of town shopping centres from 212.
The move comes after the Northern Ireland Retail Association said it was considering a judicial review of a decision to allow a new Tesco supermarket near Banbridge
